The official consultation closed at 23:59 on Friday 6th February. We closed comments on the same day at 12 noon here in order to get them to the council on time, in the format they want.
We sent a printed copy of all comments that were made before midnight on 4th Feb to the council by post (recorded delivery). And sent the balance electronically (on 6th Feb).

Should the traffic-carrying capacity of the Ring Road be increased by selective junction improvements (e.g. grade separation) where congestion proves to be a particular problem?
Should we change the Ring Road to be able to carry more traffic by improving some junctions where traffic jams are a problem?

unless alternative (public) transport is provided then surely this requirement is a no-brainer given the target increase in jobs, shops, etc?
It should be part of a carrot-and-stick plan to remove traffic from the Queensway – i.e. firstly build flyovers on the Middle Ring Road, then you have the slack to downgrade Suffolk St, Great Charles St etc.
